B/D Meeting, Abilene, Tx., Whitten Inn,  August  22, 2004

Directors present:  Rick Strohl, , Jimmy Walker, Wayne Elmore, , Richard Belvin, Carl Larsen, Susan Carpenter, Ron Burkey
Directors not on call:  Chris Thomson, Red Oliver
Officers present:  Richard Belvin, Susan Carpenter, Francis Raley 

  1. Richard Belvin called meeting to order at 10:15 am.
  2. Jimmy Walker moved to accept the minutes of last meetings as read, secondrf by Carl Larsen.  Passed unanimously.
  3. Francis Raley presented the treasurer’s report.  Jimmy Walker moved to accept the treasurer’s report, second by Rick Strohl.  Passed unanimously.

  1. Richard presented three letters he received from members pertaining to Dog of the Year trophies.  Each Director read the letters and the floor was open for discussion. (letters on file).  After a lengthy discussion Jimmy Walker moved to purchase Dog of the Year and Triple Crown trophies for 2003 and 2004, seconded by Susan Carpenter.  Passed unanimously.  Richard will check on prices and report back to the Directors. 
  2. The entry deadline for sheep and cattle finals is due by Oct. 15th and no entries will be accepted after that date. Cancellation of entries is November 5th in order for fees to be returned.  The entry fee for sheep finals is $40 and $35 will be paid back to premiums.  Francis reported she had contacted Charles Arch and Gary Westbrook about judging the Finals and both accepted.  Once trial begins classes will run continuously.  Members may check “upcoming trials” for more information on the Sheep and Cattle Finals.
  3. Rick Strohl moved to hire Jerry Lynch to judge and announce the Cattle Finals, seconded by Carl Larsen.  Passed unanimously.
  4. Carl Larsen moved to add $1,500 premium money to the Cattle Finals from the cattle fund, seconded by Wayne Elmore.  Passed unanimously.
  5. Rick Strohl moved to begin the Cattle trial at 8 am each day, seconded by Carl Larsen.  Passed unanimously
  6. Carl Larsen moved to furnish trophies the same as the Sheep finals for the Cattle finals, seconded by Jimmy Walker.  Passed unanimously.
  7. Wayne Elmore moved to pay day money (20%) each go round and 60% average of combined scores, for the Cattle Finals, seconded by Jimmy Walker.  Passed unanimously.  There will be two complete go rounds with combined scores to determine the Final’s winners.
  8. Carl Larsen moved to purchase a full-page ad in the Finals program, half to be paid by TSDA and half by TCDA, seconded by Susan Carpenter.  Passed unanimously.  A membership application will be included in the ad.  Also the one time purchase of the ad will be included in the USBCHA National Finals program in April of 2005.  Susan reported any ads purchased will be for the 2004 State Finals and 2005 National Cattledog Finals.
  9. There was a lengthy discussion on moving Open and Open Ranch dogs down two classes.  Susan moved, seconded by Jimmy, the following motion.

PROPOSED:  C.  RANCH CLASS

 d.   A Ranch handler, under the following provisions, may move a dog from the Open Class to the Ranch Class.
1.   The handler both owns and runs the dog.

2.     
Once the dog earns 10 points, it is no longer eligible to compete in the Ranch Class with that handler.
3.     
The dog is not eligible to compete for Dog of the Year or Triple Crown honors or compete in State Finals.
       a. Dog may be move up to Open Ranch class to be able to compete in State Finals. 

 PROPOSED:  C.  NOVICE CLASS

 e.   A Novice handler, under the following provisions, may move a dog from the Open Ranch Classes to the Novice Class.
1.   The handler both owns and runs the dog.
2.   Once the dog earns 10 points, it is no longer eligible to compete in the Novice Class with that handler.

3.     
The dog is not eligible to compete for Dog of the Year or Triple Crown honors or compete in State Finals.
      .a. Dog may be move up to Ranch class to participate in State Finals.

13.  Rick Strohl moved to poll the membership, for their opinion on moving Open and Open Ranch dogs down two classes, seconded by Susan Carpenter.   Passed unanimously.  Francis will send a consensus poll to membership when sending the Directors ballots prior to the annual meeting.

  1. Susan Carpenter moved for all rule changes and/or new rules made during the year to take effect the first of the next trial season, seconded by Jimmy Walker.  Passed unanimously
  2. The first weekend in April, 2005 the USBCHA Cattledog Finals will be held at Big Lake, Tx., the same location as the TSDA State Sheepdog finals.  Susan Carpenter moved that TSDA and TCDA each donate t $250 for a hospitality tent at the Cattledog finals,  seconded by Rick Strohl.  Passed unanimously.
  3. Beginning Jan 1, 2005 - Rule: III - Class Definitions, E.- b: Nursery Class will be enforced.  Rule reads: 

b.   The handler must submit a copy of the dog’s registration certificate prior to going to the post.

1.Certificates not available at that time have a thirty (30) day grace period.
2  Imported eligibility documents should be included with certificates.
 If certificates are not received in 30 days the dog will not be allowed to compete.

             Wayne moved to adjourn at 4 pm.
