Allen Mills amended his motion to remove “or State Finals Trial” from his original motion, seconded by Herbert Holmes.
The motion now read “A Ranch Handler may earn no more than 105 points before being required to move to a higher class. Points will be assigned to handlers beginning with those earned in the 2011 trial year. Open Ranch Handlers may run a dog in the Ranch Class, however that dog is not eligible for Triple Crown & Dog of the Year.

Herbert Holmes motioned to Allow a ranch or open ranch handler to drop an open dog down to the ranch class. Run the dog for the points currently allowed for moving a dog down a class. When the open dog that was dropped to the ranch class is moved up to the open ranch, it can only earn 16 points and is not eligible for end of the year awards.  Seconded by Jo Anne Noble.

Jo Anne Noble motioned that each trial host has the option to limit the number of dogs per handler entered in each class. Arena trials (Ft. Worth, San Antonio, Star of Texas) is limited to 2 dogs per handler per class, seconded by Mary Calder.

At the B/D meeting at the annual meeting in Stephenville, TX. the board was present with a set of rules by the cattledog committee to be consider by the Board of Directors..  Gary Payne motioned to accept the rules as written, seconded by E.B. Raley.

June 18, 8 pm,
Kay Stephens motioned, the TSDA nursery dog age rule will be the same as USBCHA, with dogs turning 3 by July 1 ineligible to run in the nursery class after August 1. The exceptions to this rule are 1) any Triple Crown Trial occurring after August 1, and 2) the TSDA finals trial. Overage nursery dogs may compete in these trials in a separate class from age eligible nursery dogs, seconded by Herbert Holmes.

Herbert Holmes motioned for the Nursery dog of year points count from the first day of August thru the last day of July, the following year, with the exception of the first TSDA finals nursery class that falls after the Nursery dogs eligibility has run out. those points will count for dog of the year. At time of the TSDA finals nursery trial, we can have a USBCHA eligible nursery trial which will not count towards the previous years nursery dog of the year, seconded by Kay Stephens.

Gary Payne  motioned to open up the TSDA Finals trial to all dogs and all handlers by creating a "trial within a trial" and in order to facilitate this change we need to delete all rules currently in place in regard to the sheep finals (refer to Rules Section IV-H), seconded by Kay Stephens.

Several months ago Kay formed a committee and charged JoAnne Noble with chairing the committee to review the issue of handlers entering TSDA trials, especially novice class, from other venue, (e.g.: AKC, ASCA, AHBA, etc). The committee members were; Red Oliver, Francis Raley, Ron Burkey, Joy Hall, Geri Abrahms, Catherine Laria, Sheryl McDonald, Terri Nicolau.  Kay Stephens motioned to accept the proposal from the committee, seconded by JoAnne Noble.

After reviewing the rules of the different herding venues, we propose the current change to the novice rule (underlined):

A Novice handler is any person that has not competed in any venue in the world, at any level, with any stock higher than beginner/started level. In the TSDA rules this is any handler that has not competed in Ranch, Open Ranch, Nursery or the Open class world wide.

3. DOG
A Novice dog is any dog that has not competed in any venue in the world, at any level, with any stock higher than beginner/started level. In the TSDA rules this is any dog that has not competed in Ranch, Open Ranch, Nursery or the Open class world wide.

Minutes of Cattle Dog Committee Meeting

November 7, 2009

Members Present:  Kenneth Beasley, Jerry Lynch, Ricky Kennedy, Jimmy Walker, George Wallace, Gilbert Carter, Arnel Bryan and Dal Lamphere

Members Absent:  Chester Williams

 

  1. Meeting called to order by Kenneth Beasley at 5:47 P.M.
  2. Kenneth opened the meeting by asking that the committee entertain a request from L.H. Woods, who is 84 years old, to be able to ride his horse to trial his dog since he is handicapped and can’t walk.  After discussion, the motion was made by George Wallace to allow L.H. Woods to ride horseback on the trial field so he can participate in the trials.  Second by Jimmy Walker.  All voted aye.  Motion passed.
  3. A discussion was had about appropriate action to take if a second dog gets on the trial course as a run is being made.  No action taken as there is already a rule in place to cover this.
  4. At the Snyder trial in April the Cattle Dog Committee voted to reinstate lifetime points and to allow a Novice and Pro Novice dog 30 points before having to advance to the next higher class. The DOY and the runner up for DOY will also have to advance the next higher class following the finals trial. If a dog reaches the 30 points necessary for compulsory advancement in the middle of a trial year, the dog may stay in the class he starts the year in and move up at the end of the trial year.
    At the Odessa trial in September, the Cattle Dog Committee voted that the DOY, beginning with trial year 2010, will be determined by the hander/dog’s top 4 trial placings plus the finals average. Tie will be broken by average finals winner.
    Jimmy Walker suggests that we re-visit the rules for Finals Trial.
  5. Correction to paragraph 4.    At the Snyder trial in April the Cattle Dog Committee voted to reinstate lifetime points and to allow a Novice and Pro Novice dog 30 points before having to advance to the next higher class. The DOY and the runner up for DOY will also have to advance to the next higher class following the finals trial. All dogs will start the 2010 trial season with 0 lifetime and DOY points. Beginning with trial year 2010, lifetime points will accumulate and carry over from one trial year to the next. 
    A dog may finish the trial year in the class he begins the trial year in even if he reaches the number of points necessary for compulsory advancement (i.e., if a dog begins a trial year in the Pro Novice class with 29 lifetime points, he may run all trial year in the Pro Novice class even after reaching 31 points. At the end of the trial year, he must then advance.
  6. At the Odessa trial in September, the Cattle Dog Committee voted that the DOY, beginning with trial year 2010, will be determined by the hander/dog’s top 4 trial placings plus the finals average.  Tie will be broken by average finals winner.

  8. Kenneth Beasley also wanted it emphasized that the Committee voted at the Snyder meeting to pay 1 place for every 5 entries at the Cattle Dog Finals.
  9. George Wallace made the resolution thanking Kenneth Beasley (Rosie) for heading the Finals Committee and producing a quality finals.
  10. Jimmy Walker made the motion that Kenneth Beasley remain as the head of the Cattle Dog Committee.  Second by Dal Lamphere.  All voting aye.  Motion passed.
  11. Motion to Adjourn at 6:35 p.m.  All voting aye. Meeting adjourned.

Motion was made by Kay Stephens and seconded by E.B. Raley.  Motion reads as follows;

COMPULSORY ADVANCEMENT REQUIREMENTS":
Any dog that begins its trial year with 50% or fewer of the Lifetime points required to point out of its class may continue to run in the same class for that trial year with no restriction on the number of DOY points it can accrue. When such dog reaches its Lifetime points requiring advancement, for all purposes other than DOY, including the sale of the dog to a new owner, it is considered a member of the next higher class. Such a dog must move up following the Finals Trial if it has reached or exceeded the Lifetime points requiring advancement. Any dog that begins its trial year with more than 50% of the Lifetime points required to point out of its class must move to a higher class immediately upon exceeding its maximum allowable Lifetime points. Dogs moved down one class must advance at the time they reach or exceed the number of points allowed for such dogs.

Lifetime points requiring dogs to advance consistent with the above:

Open Ranch - 57 or more
Ranch - 35 or more
Novice - 29 or more
